A cosmetic manufacturing RFQ (request for quotation) should give every supplier the same product specification, quantity per SKU, packaging requirements, target markets and delivery assumptions. Ask suppliers to list exclusions and unresolved decisions alongside the price. That makes the proposals easier to compare before you pay for development or samples.

What should you decide before requesting a quote?
Start with the decisions that change the work being quoted: whether you need formula development, how much product goes in each unit, which packaging components are included, and how many units you want per variant. If an item is undecided, label it as an open question and ask the supplier to state the assumption used in its quote.
For example, “a moisturizer for online retail” leaves the formula, fill size and pack undefined. “A fragrance-free moisturizer concept, 50 mL target fill, pump packaging to be proposed, 3,000 units for one SKU, target market to be confirmed” is a more useful starting brief. This is an illustrative request, not a confirmed TQBM MOQ or an approved product specification.

How do you compare two cosmetic manufacturing quotes?
Put the proposals next to the same dated brief. Record each supplier's assumptions instead of comparing the headline unit prices alone. A proposal that excludes a carton, testing or delivery covers a different scope from one that includes those items.
- One-time work: request separate lines for development, tooling, setup, artwork preparation and any agreed testing.
- Per-unit scope: identify bulk formula, filling, container components, decoration, carton and packing.
- Quantity basis: confirm units per SKU, any allowed production variance, and treatment of unused components.
- Sample terms: record sample scope, revision fees, shipping and whether any fee is credited against production.
- Delivery assumptions: identify the named destination, delivery terms and responsibility for excluded logistics costs.
- Decision dates: ask for quote validity and the approvals needed to reserve materials or production capacity.
If a supplier proposes a different container or formula route, request a revised brief and a clearly identified alternative quote. Keep the original request available so the tradeoff remains visible.
What should a sample approval record contain?
Keep a sample version identifier, review date, reviewer, observations and requested changes. Separate sensory feedback from questions that require manufacturer or laboratory confirmation. A sample that feels right does not by itself establish all production or market requirements.
Ask which sample you are approving: bulk formula, a filled packaging sample, a decoration proof or a production reference. Record whether the packaging is representative of the final order. Before authorizing production, resolve remaining formula, packaging, artwork and documentation decisions with the responsible team.
